  • Texas Electricity Demand Spikes (Summer 2023)

The demand for electricity throughout Texas surged to its highest point ever two days ago (Tuesday, June 27) when rising temps and massive heat dome covered the state. A heat wave continues to bake Texas for two weeks now reaching 100+ temps.

ERCOT (Electric Reliability Council of Texas), which operates the grid serving most of the state, reports that electricity demand rose to 80,828 megawatts between 5 p.m. and 6 p.m. Tuesday. That’s the amount of energy needed to power more than than 16.1 million homes while blasting air conditioners. The new record for electricity demand also breaks the all-time peak demand record on the ERCOT power grid. The number tops the previous record of 80,148 megawatts set just last year in July 2022 (76,681 megawatts). That menas this new records happened three weeks earlier in the season. Scary!

Despite triple-digit temperatures and soaring power use, ERCOT issued only 1 request for residents to reduce energy use last week on Tuesday, June 20th. Even so, air conditioners whir around the clock while residents do their best to cool down. The grid operator has issued another weather watch through the end of this week because of the continued weather pattern.

In its seasonal summer report released in May, ERCOT forecast that summer demand would hit 82,739 megawatts. The report expects there to be enough electricity supply through the summer, barring the unlikely occurrence of intense heat, widespread outages of natural gas and coal power plants, and a shortage of renewable energy.

Approximately 45% of the electricity on the grid Tuesday evening came from natural gas fired power plants and about 20% came from coal and nuclear plants. About 23% of power came from wind energy, and another 12% came from the state’s rapidly growing fleet of utility-scale solar farms.

Earlier this spring, the Public Utility Commission of Texas (PUCT) warned that there is likely to be a shortage of power supply/production that can be brought online with short notice during extreme summer conditions. Eerily, current data show that peak demand for electricity this summer will exceed the amount we can generate from on-demand dispatchable power.

  • Texas Electricity Price & Energy Grid Update

The state of the Texas electricity grid continues to be a point of anxiety for residents and business owners. It is a complex and evolving issue in Texas politics. In recent years, the grid has come under scrutiny due to a number of factors, including the 2021 winter storm, rising natural gas prices, and the increasing penetration of renewable energy.

The 2021 winter storm was a major test for the Texas electricity grid. The storm caused widespread power outages and left millions of Texans without power for days. The outages were caused by a number of factors, including frozen wind turbines, natural gas production outages, and transmission line failures. The storm highlighted the vulnerabilities of the Texas electricity grid and electricity prices, which led to calls for reforms.

Elevated natural gas prices had a significant impact on electricity prices in Texas and elsewhere, but they have come down of late. As natural gas is the primary fuel used to generate electricity in Texas, the recent volatility has made electricity prices in Texas volatile as well.

The increasing penetration of renewable energy has also influenced electricity prices in Texas. Renewable energy (wind and solar) is intermittent and does not always generate electricity when it is needed. This intermittency can lead to spikes in electricity prices when the demand for electricity is high and the supply of renewable energy is low.

The combination of these factors has led to higher electricity prices for consumers in Texas. In 2022, the average residential electricity price in Texas was 13.93 cents per kilowatt-hour. This is higher than the national average of 12.93 cents per kilowatt-hour. Prices went up everywhere, not just Texas. Even so, the higher electricity prices in Texas have put a strain on household budgets and have made it difficult for businesses to operate.

The solution is simple but the process to affect positive change in Texas is complex. The factors that have contributed to higher electricity prices are likely to continue to impact the grid in the years to come. It is important for consumers and businesses to be aware of the challenges facing the Texas electricity grid and to take steps to manage their energy costs.

There are a number of things that consumers can do to manage their energy costs. One is to sign up for a fixed-rate electricity plan. This will protect you from rising electricity prices. Another is to make sure that your home is properly insulated. This will help to keep your home cooler in the summer and warmer in the winter, which will reduce your energy consumption. These changes can save you money on your electricity bills in the long run.

Businesses can also take steps to manage their energy costs. One is to invest in energy efficiency measures, such as installing LED lighting and upgrading to more efficient HVAC systems. Another is to sign up for a demand response program.

This is a program where businesses agree to reduce their electricity usage during peak demand hours in exchange for financial incentives. Demand response programs can help to reduce the strain on the electricity grid and can save businesses money on their electricity bills.

  • New Plans to Fix Texas Power Grid Will Cost Residents Billions

The Texas Senate has put forward a number of proposals aimed at improving the state’s electricity infrastructure.

Senate Bill 6, for example, seeks to establish the Texas Energy Insurance Program, which would provide backup power in the event of an emergency. While some have expressed concerns about the cost of this program, it could ultimately help to ensure that the state’s power grid is more reliable and less vulnerable to blackouts.

Senate Bill 7 has been criticized for potentially hampering the development of wind and solar power. However, the bill also seeks to ensure that the state’s existing power infrastructure remains competitive and reliable, which could ultimately benefit consumers.

Senate Bill 2015 aims to increase the use of natural gas in the state’s power generation. While some have expressed concern about the cost of this shift, natural gas is a cleaner and more reliable source of power than coal, and could ultimately help to reduce emissions.

Sen. Charles Schwertner, R-Georgetown, Lt Gov. Dan Patrick, and Sen. Phil King, along with other lawmakers held a press conference to discuss Texas energy bills in the works in the senate at the Texas State Capitol.

Patrick and Schwertner want to funnel money away from clean energy and toward fossil fuels just as we need to phase them out to stop global warming. Their proposed laws ignore new technologies that are revolutionizing the electric industry by boosting efficiency and controlling demand.

Texas’ GOP leadership is trying to destroy the system it built, which encourages companies and technologies to compete to provide the cheapest, most reliable power. Our widely admired free market system would be replaced with the big-government structure we abandoned in 1999.

They are proposing plans that will drive up customers’ electricity bills, wreck the climate, and further enrich Warren Buffet’s Berkshire Hathaway Energy. These dinosaurs are going to waste billions on archaic solutions for 21st century problems.

If the Dan Patrick’s bills become law, they will destroy the competitive electricity market and return Texas to the era of big government. Republican senators ill have squandered the opportunity to modernize the Electric Reliability Council of Texas grid and bring true reliability.

Senate Bill 6 establishes the Texas Energy Insurance Program. Senate Business and Commerce Committee Chair Charles Schwertner calls it a statewide backup generator. He wants consumers to pay government-mandated prices for companies to build 10,000 megawatts of natural gas-fueled power plants as backup power for 40 years. That’s enough power for 4 million homes that will sit idle at least 97 percent of the time. So consequently, many look at it and call it a multibillion-dollar waste of money designed to enrich Berkshire Hathaway Energy, earning the company a guaranteed 9 percent rate of return for the company.

Only the biggest companies would participate. Prerequisites include already operating 15,000 megawatts of generation and possessing $1 billion in assets for every 1,000 megawatts they provide. And Texas consumers would have to pick up a $10 billion price tag to have the brand-new, highly-efficient power plants sit idle, waiting for another, perfectly avoidable crisis.

Schwertner’s bill excludes battery storage and all other clean emergency power sources. Senate Bill 7 would essentially kill new wind and solar power, which are the cheapest sources of new electricity. The bill forces renewable facilities to subsidize fossil fuel power plants, which is just insane. It seems like the Republicans’ goal is to keep coal plants open and burn more natural gas.

Senate Bill 2015 puts a bow on Patrick’s plan by mandating that half of the state’s electricity come from natural gas, regardless of the cost to consumers. Everyone would have to pay higher prices for natural gas-generated electricity because the law would force ERCOT to reject cheaper wind and solar energy to obey the law.

Finally, there is Senate Bill 2012, Schwertner’s and Patrick’s nuclear option if the electricity industry fights too hard against the other bills. It implements the PUC’s favored reliability plan, the Performance Credit Mechanism, but with onerous obligations on generators. The measure would break up the retail electric business, which some generators rely on for profitability. The law would end the prohibition against transmission line companies owning power plants and force them to build natural gas facilities if existing generators do not build enough.

Lastly, Senate Bill 2404 is a do-nothing bill that establishes a toothless Texas Energy Efficiency Council to make recommendations to future legislatures.

  • Almost Fall – Texas Power Grid Update

How about this fall and winter?

Texas lawmakers say changes should provide protection for our Power Grid this winter, but other critical changes will be harder to execute.

A hearing this week in the State House Energy and State Affairs committees began with an optimistic report that the reliability reforms that were passed in Texas and implemented at the PUC & ERCOT are working. The state continues to switch from the old extra-electricity-when-needed (crisis-based) structure to a reliability-based model that focuses on keeping the lights, heat, and AC running.

Rules are in place to fine energy producers for non-compliance is up to $1,000,000 per day.

Nonetheless, the costs for winterization, inflation, and higher energy prices thanks to Russia are driving up delivery charges by some 50%. That doesn’t include the upcharges coming from REPs (Retail Electricity Providers) either!

It will be a burden on both commercial and residential electricity customers throughout Texas.

There is concern about additional changes to restructure how energy producers are compensated.

It could become a turf battle to determine if more power plants are built. But if the state doesn’t get companies to build new power plants, it doesn’t matter what is done in the legislature.

If additional generation capacity is not added to the grid, we’re going to be in great trouble.

  • ERCOT is Tempting Fate by Electricity Plants Constantly

As the Texas heat pushes up power demand to record highs, ERCOT is ordering plants to run constantly. This is called “reliability unit commitments” to ensure supply. Texas is using the rule more than ever before. It forces power plants to delay maintenance in order to keep producing electricity. That’s helped keep the AC for now, but the stress on the system is maxed out. Though officials have asked residents to try to reduce energy usage, there is a concern about how long power plants can maintain their maxed-out capacity.

    Things are Going to Break

    Texas Power Plants Electricity Generators

Deferring repairs will come back as big trouble for power plants. It’s like any other machine (cars, appliance, air conditioners). To put off preventative maintenance increases the chances for a more comprehensive outage as plants start to malfunction. The state is aware they are tempting fate. A key concern is boiler-tube leaks at older plants. These leaks don’t always mean a plant must shut down, but they can lead to bigger, more costly repairs. ERCOT is in constant contact with power plants generators and works to give them time to make needed repairs when conditions allow. Right now conditions simply do not allow plants to go offline.

It’s a Chick or Egg Conundrum for Electricity Companies

Most companies schedule maintenance during the spring and fall, when the weather is mild and power use is typically lower. But climate change means these windows of temperate weather are getting shorter. In 2022, an early May heat wave forced many electricity generators to skip tune-ups. And periods of high heat are also lasting longer, putting more stress on power plants that are running all-out for weeks at a time.

Maintenance for older power plants is time consuming and complicated. They have to dismantle the plant, which it not something accomplished in a couple of hours. For Texas, this is exacerbated by the state’s aging collection or electricity generators. The average age of coal-powered plants in Texas is about 50 years, and natural-gas plants average about 30 years.
